Can anyone tell me where to find the Kentucky laws for utility service?

Our town has a policy that if you cannot pay your gas bill they dissconnect your water as well. The services both appear on an itemized bill and I can clearly see what is owed both to water and to gas. Why can't I pay just the water and let them dissconnect the gas? Can anyone help me find an answer?
