How do you get a limo in GTA IV?

I have beaten the game and I cannot figure out how to get a limo. not steal one but call one up and have it give me a ride. Do not copy and paste the "as you advance you will eventually get a limo service." Thanks to whoever answers this. Also does anybody have a list of the benefits you get for good relationships with each character?
