Roosevelt was looking for ways to put the millions back to work and public spending on dams, ridges, public libraries and new roads seemed to offer and opportunity to stimulate the supperrich into answering the resultant demand for goods and services following govt. spending on the new deal which gave them money to spend.

My grandfather's first job was working for the WPA at the time my mother was 9 years old and grandpal had made
moonshine to support his family for 10 years. My mother was
the oldest of their children and she was a teenager before
grandpal got a job in a iron plant due to world war 2. He
never made or sold moonshine after he started working
for the WPA.

The "demand for goods and services" is a joke. People in the 40's didn't demand much other than food and a place to live. It is not like today where people want everything the see and spend like there is no tomorrow. In the 40's if you had two pair of shoes you were ahead of most people.

Roosevelt just wanted to keep people busy till he could get us into a war. Once he got us into WWII then everything was fine.
